Maybe you're confusing SNORT with something else? You
might want to read up on it, here is some helpful links.

The following wikipedia article gives you a general
overview what an IDS/IPS is used for:

https://en.wikipedia.org/wiki/Intrusion_detection_system

This article describes SNORT in particular:

https://en.wikipedia.org/wiki/Snort_(software)

And finally, the SNORT FAQ provides the answers
to many typical questions:

https://snort.org/faq

If you have checked out the FAQ carefully and in detail,
the actual "snort-users" mailinglist might be of help:

https://lists.sourceforge.net/lists/listinfo/snort-users

Please note the list has an archive (see the link), you might
find some of your questions answered there already.

This list "snort-sigs" usually discusses signatures,
which is the common name for the information an IDS/IPS
uses to detect things. The actual implementation
and usage of an IDS/IPS is not discussed here.
