[Snort-sigs] IANA reserved IP address rules?

Probably because they're using private IP space for their DNS servers
and they're routing it internally.  This is not uncommon.  The DNS
servers would not be addressable from the Internet, but all their
customers could use them.  It saves precious IP use.
