Libxml works on Windows.  It seems to be the c library standard for
XML.  I think Daniel supports it full time now.

Bye the way, nice work on the Win32 port of Snort 1.7.  I got it up and
running on Windows ME yesterday with a little nudging of winpcap.  I
really like the IDScenter front end that Ueli Kistler made as well. 
Great combo.
