XML is great when you need a standard format for exchange of data
between processes.  It is terrible when it needs to be easily readable
by a human.  The tags simply get in the way.  I'm not saying it isn't a
workable solution for snort config files, but converters may need to be
a longer term solution so that the xml config can be converted to a more
readable form and vice versa.
